By 1815, the majority opinion in Kentucky could be seen in the state legislature’s appeal to neighboring northern states, Indiana and Ohio, for their help in catching and returning runaway slaves. Meanwhile, in the heavily proslavery tidewater region of Virginia, a slave rebellion led by Gabriel Prosser broke out, and in the New Orleans area, another one called the German Coast Rebellion occurred. Rather than convincing slave holders or their state governments to abolish slavery, these rebellions merely caused the South to become more strict and harsh in controlling their black populations.
